How to charge a power bank?

To charge the power bank, you need to apply a voltage of 16.8 V to its controller. If you do not have such a power supply, then you can take a 12-volt one and connect it through the same converter.
We adjust the output voltage at the output.

very expensive and impractical. An order of magnitude cheaper are two 12V, 7Ah batteries (300...400 rubles each) and several diodes in series. And your happiness will be cheap, powerful and reliable. Sorry for being blunt

So it will be 24 volts, will the laptop handle it? Typically 19 volt power supply

One battery would be enough. But, 18650 is preferable. They are more compact and much lighter than a 12-volt battery.

A bank of 2 12-volt batteries is only half the price of a bank of 12 and 18650 batteries. And not by an order of magnitude, as you say. In terms of practicality, 12-volt ones are clearly inferior. You won’t carry two batteries of 7 kg each with you, or will you? And the 18650 jar is light and compact, you can take it with you anywhere.
